Abstract
The object of this study is to look for the way of social welfare service to home bound elderly by studying the linkage model between each case management, which aims to find the possibility of development of home bound elderly by studying the role of each case management and how to link them. The materials of reports say that the population of elderly people who are using welfare facilities and are given social welfare services is less than 10 percent of the whole
population. However, the focus should be directed to the home bound elderly who are not given the welfare services from the facilities. The core of this services toward the home bound elderly is to develop the model of case management about each and a group of home bound elderly and to find more effective and efficient social services through this study. Now the most effective way is to build the system for the elderly people to be given stable and effective social service in their area of residence. It requires to look for how to manage social welfare centers or institutes and how to link them with the people who offer official services for the community. The people in charge of managing the case management should be open-minded and they should have strong leadership to link each social service and they should have visions to be able to understand the need from the clients and they should think about organic ways for the linkage. If achieving the organic linkage between case managements for home bound elderly and offering the proper social welfare services, we can expect the effect as follow: First, the increase of quantitative and qualitative social welfare services towards home bound elderly and their families. Second, the increase in which we can offer various information for the social welfare to home
bound elderly and their families and in which we can increase the feasible social welfare services. Third, the offer more services towards home bound elderly who only stay at home and cannot use social welfare facilities, which finally can reduce the enormous social costs of the protection for the elderly. Fourth, this process will increase the quantitative and qualitative social welfare services and help the elderly who depend on hospitals, nursing homes, and welfare facilities and increase the desire of the elderly who want to move into communities, and finally they would like to be given the social services in their houses. However, the problem about how to apply and use this linkage model between case managements in an appropriate way is our task in the future.
